An Overview of Social Support Services Offered to Poor, Old and Disabled People by Local Governments: Istanbul Metropolitan Municipality example

From ancient times to the present, there have always been people in need of help or care in states and societies. The family, which was one of the actors of social policy in the early days, was helping families in need of help and care, and this process was further institutionalized and started to be carried out by state and local government. As a matter of fact, intense migration to cities after the industrial revolution has increased the population in cities and municipalities have started to focus on social policy especially in addition to their primary duties. Local governments have begun to alleviate the burden of the state in this area where the state is inadequate in producing and implementing social policy.
