Services and Problem Areas for the Disabled People in the Metropolitan Cities of Turkey

In this study, been examined the emergence process of metropolitans and development process in Turkey, in conjunction with the duties and responsibilities of metropolitan administrators in disability services. Disability-oriented services were assessed on a rights-based approach and the existing problem areas were questioned. The aim of this study is to inquire the disability-oriented services in urban areas which are shifted with different motives. In this respect, disability services at the local level and the actors involved in the process were examined through legislations and compared with the practices based on official reports
