Evaluation Of Central And Local Government Relations In Turkey Within The Framework Of Governance Model

Since the 1980s, public administrations have significant changes and transformations in organizational and functional terms. In this process, which started with the paradigm of New Public Administration (NPM), many approaches developed in theory have been applied in various forms in country practices and have affected public administration system. Governance, which is one of these approaches, has been among the most discussed management models of public administration for around for the past 20 years. The governance that emerges in response to some negativities of NPM has basic principles such as the regulatory state, state of law, multi-actor and participatory decision-making processes and accountability With these principles governance has had various effects on public administration, public service and public policies. In this work, firstly the conceptual dimension of governance, basic principles and features will be emphasized. Then, the impact of governance on the duties, responsibilities, organizational structures and modes of operation of local governments will be included. In the final section, the effects of the governance approach on the relations between the central government and local governments in Turkey will be discussed
