The Change In The Turkish Customs According To The New Public Management: An Evaluation Of The Authorized Custom Brokers SystemKeywords: Yeni Kamu Y?netimi Anlay???,Kamu Y?netimi,Yetkilendirilmi? Gümrük Mü?avirli?i Abstract: The government is a mechanism with various functions, given the ever increasing population, combined with the growth speed, it is extremely difficult for the government to execute such functions in an efficient manner. Due to the rising numbers of the governments services, now the government systems have grown bigger, the processes have become lengthy and the productivity decreased significantly, making this system looks like a cumbersome constitution. The New Public Management aims to prevent these functions from being hampered and rather, to speed up the processes while providing efficient, high quality and productive services. In 2008, an amendment established by the authoroties in Turkish Customs that is a big change in the Turkish Customs, along with the Custom Notification Number 60 and the Authorized Custom Brokers System came into force. After this Notification, a certain number of the custom operations which fulfilled by the government officials begun to executing by the authorized custum brokers. Perhaps the most criticised operations within this delegation is that; Authorized Custom Brokers will be in charge to controlling of the export goods which its taxes didn’t paid yet, but in the study the other duties of the authorized custom brokers has been mentioned too. The purpose of the study is to explain The Authorized Custom Brokers System according to The New Public Management. The Authorized Custom Brokers System is a new circle of trade that makes the process shorten, decreases the workload in the customs and this system can prevent the informal economy and especially the possible contrabanding in warehouses. This study gathers data from numerous books, scholarly articles about The New Public Management and The Custom Law Number 4458 and its regulations. The current custom laws in Turkey are too broad and have extensive regulations. Even if The Authorized Custom Brokers System is only a sector of regulations within custom laws, it is believed that this study regarding these interesting regulations will contribution to further researches
