TANZIMAT REFORMS AND THE ESTABLISHMENT OF NEIGBOURHOOD ORGANIZATION

In addition to changed world economy, the distorted economic structure of the Ottoman Empire caused its lagging position in comparison to Western states. As a result, novelties emerged in some cities, which were experienced especially on the neighbourhood level. The reforms of Tanzimat bureaucrats to hinder the decay necassitated structural changes. Under such circumstances, the alterations in the traditional neighbourhood structure brought some administrative problems. This article tries to examine the changing patterns of neighbourhood and analyze historical background of the mukhtari organization which was established to overcome the existing problems of that era
