？The system of criminal justice, which prevails in the 21st century, is a system that prioritizes the understanding of the victimization of the victims of crime while punishing the perpetrator. This understanding of the existing criminal justice system is a restorative understanding of justice. One of the main aims of this understanding is to eliminate the damage of the victim or the perpetrator of the crime by not punishing the defendant because of the crime. There are a lot of regulations and institutions in this system based on this understanding. As one of the countries under the influence of restorative justice, the Turkish Criminal System is a system that witnesses the establishment of necessary institutions and regulations. In this direction, the reconciliation institution and the victim rights plan are one of the few. This reconciliation is an important reflection of the restorative justice concept which manifests itself in the Turkish Criminal System as an alternative solution method for eliminating the disputes related to both public and private law. The reconciliation institution was brought to Turkish legislation in 2005. As of now, it is one of the important tools of the system. The most important aspect of restorative justice is that it provides direct legislation on victims' rights and the elimination of grievances directly. In this respect, studies have been carried out on the rights of victims in the project stage. The most important of these studies is the 2017 victim rights plan which is in the legalization phase. With this bill, it is to ensure that the victims, who are left unprotected by the state, are directly protected by the state and that their grievances are eliminated
