沙特化(Saudization)是属地化的一种,旨在推动沙特国民就业并逐步取代外来劳工,是沙特政府一直大力推进的战略转型。根据要求,所有在沙特经营企业必须优先雇佣一定比例的沙特人,并进行培养。做好沙特化工作是当地政府为企业提供资质审核、签证配额等公共服务和招标授标等方面的重要参考指标。随着沙特经济的转型,沙特化成为大势所趋,在沙经营的中资企业应重视沙特化工作。本文通过管道局在沙特东部哈撒地区沙特阿美项目的管理经验,分析了沙特阿美项目沙特化管理中的问题和难点,并对阿美项目沙特化管理和成本控制提出对策和建议,以期为当地中资企业的发展提供借鉴和参考。
Saudization is a kind of localization, which aims to promote the employment of Saudi citizens and gradually replace foreign workers. It is a transformation strategy vigorously promoted by the Saudi government. According to the requirements, all enterprises operating in Saudi Arabia must first employ a certain proportion of Saudis and train them. Saudization is also an important reference index for the local government to provide enterprises with qualification audit, visa quota and other public services and bidding and award. With the transformation of Saudi Arabia’s economy, Saudization has become a general trend. Chinese enterprises in Saudi Arabia have to pay more attention to Saudization work. Based on the management experience of Saudi Aramco project in Hasa area of eastern Saudi Arabia of CPP, this paper analyzes the problems and difficulties in Saudi Aramco project Saudization management, and puts forward countermeasures and suggestions for Saudization management and cost control, to provide reference for the development of local Chinese enterprises.
