关于南疆地区保障和改善民生的思考——以莎车县荒地镇古再勒巴格村为例
Thoughts on Safeguarding and Improving People’s Livelihood in Southern Xinjiang—Take Guzailebage Village, Huangdi Town, Shache County as an Example

保障和改善民生，既是扩大内需的治本之策，也是我们党全心全意为人民服务根本宗旨、科学发展观本质要求的生动体现。自脱贫攻坚工作开展以来，南疆地区民生发展有了翻天覆地的变化，本文以莎车县荒地镇古再勒巴格村为例，分析了近几年保障和改善民生所取得的成绩，发现了当前还存在的一些不足，提出了新形势下改善民生工作的对策及建议，以期为今后制定保障和改善民生工作提供决策依据。
Safeguard and improve people’s livelihood is not only a fundamental strategy for expanding do-mestic demand, but also a vivid manifestation of the fundamental purpose of serving the people wholeheartedly and the essential requirements of the scientific outlook on development for Communist Party. Since the start of poverty alleviation, the development of people’s livelihood in southern Xinjiang has undergone huge changes. This article takes Guzailebage Village, Huangdi Town, Shache County as an example, and analyzes the achievements in safeguarding and improving people’s livelihood in recent years. There are still some shortcomings, and the countermeasures and suggestions for improving people’s livelihood under the new situation are put forward, in order to provide decision-making basis for the future work.
