沙特阿美油气管道项目“沙特化”管理问题分析及对策
Problems Analysis and Countermeasures of Saudization Management in Saudi Aramco Oil & Gas Pipeline Project

“沙特化”政策是沙特政府限制外籍劳工，促进沙特国民就业和职业发展的国家转型战略。在沙特经营的私营企业、外国企业等都需要做好“沙特化”管理，满足“沙特化”要求后，才能长期发展。本文通过沙特阿美石油公司(简称“沙特阿美”)项目管理的经验，论述了“沙特化”管理中存在的问题及对策，为在沙特经营的中国企业提供借鉴。
Saudization policy is a national transformation strategy of Saudi government to restrict foreign workers and promote the employment and career development of Saudi citizens. All private enterprises and foreign enterprises operating in Saudi Arabia need to employ Saudis and meet the requirements of Saudization policy before long-term development. Based on the project management experience of Saudi Aramco, this paper discusses the existing problems and countermeasures in the management of Saudization works, and provides reference for Chinese enterprises operating in Saudi Arabia.
