生物降解塑料管理策略研究——以环境保护为视角
Research on Biodegradable Plastics Management Strategy in China—From the Perspective of Environmental Protection

近年来，塑料污染已经成为全球关注的环境问题。加强生物降解塑料的研发和推广是根治塑料污染的途径之一。为完善我国的塑料管理策略，对国内外的塑料管理政策现状进行了调查研究。目前针对禁止塑料污染的政策较多，针对性较强。而关于生物降解塑料的政策较少，且规定较为抽象化。建议我国尽快建立生物降解塑料的规范体系，建立有效的生物降解塑料监管框架，建立公众参与制度。
In recent years, plastic pollution has become a global concern of environmental issues. Strengthening the research and development and promotion of biodegradable plastics is one of the ways to eradicate plastic pollution. In order to improve the plastic management strategy in China, the present situation of plastic management policy at home and abroad was investigated. At present, there are many policies against plastic pollution, which are more targeted. Policies on biodegradable plastics are less and the regulations are more abstract. It is suggested that China should establish a standard system for biodegradable plastics as soon as possible, establish an effective regulatory framework for biodegradable plastics and establish a public participation system.
