选煤厂安全风险预控管理体系建设

为了规范选煤厂安全管理,降低安全生产事故发生率,论述了选煤厂安全风险预控管理体系应用的必要性,并对选煤厂安全风险预控管理体系建设过程进行分析。选煤厂安全预控风险管理体系建设过程共分为3个阶段:准备、启动阶段,安全风险预控基础知识、操作方法培训阶段以及文件编写及运行阶段。通过安全风险预控管理体系的建设,可规范选煤厂安全管理,从人、机、环、管4方面进行全方位管理,对每个管控环节存在的危险源进行管控,最终确保选煤厂安全管理无死角,实现人员零伤害、设备零缺陷、管理零漏洞、环境零污染。 In order to standardize the safety management of coal preparation plant,reduce the incidence of safety production accidents,the necessity and construction process of constructing safety risk precontrol management system in coal preparation plant were analysed.Construction process of safety risk precontrol management system in coal preparation plant includes preparation and start-up phase,basic knowledge and operation method training of safety risk precontrol,document writing and operation.It can standardize the safety management of coal preparation plant,and achieve all-round management from people,machines,rings and tubes. Hazard sources in each control link are controlled which can insure no dead angle,and realize zero loopholes in management,zero pollution in the environmentt,zero loophole of management and zero pollution of environment
