重庆市深化县级公立医院综合改革的风险与防范
Risks and prevention of deepening comprehensive reform of county-level public hospitals in Chongqing city

当前我国县级公立医院改革持续推进，本文通过深入重庆市县级公立医院进行调研，发现县级公立 医院仍存在逐利机制尚未完全破除，县域内的基层医疗服务水平低，农村贫困人口医疗负担沉重，医院人事薪酬 制度仍然不合理等风险问题。文章从强化政府办医主体责任、提升基层医疗机构服务能力、深化健康扶贫、改革 人事薪酬制度等方面探讨防范措施，以期推动县级公立医院改革的进一步发展。
At present, the reform of county-level public hospitals in China continues to advance. We conduct an investigation in county-level public hospitals in Chongqing city and find that the profit-seeking mechanism of countylevel public hospitals has not been completely eliminated, that the level of primary-level medical services in the county is low, that the medical burden of the rural poor is heavy, and that the hospital personnel compensation system is still unreasonable. The article explores some preventive measures, such as strengthening the government’s main responsibility for medical treatment, improving the service capacity of primary medical institutions, deepening health poverty alleviation, and reforming the personnel compensation system, in the hope of promoting the further development of county-level public hospital reform
