中国城市文化竞争力评价体系的构建――兼论西安文化价值的开发

Abstract:
本文基于对国内外城市文化竞争力评价体系的研究与思考,从已有文化资源、城市成长空间和城市文化主体感知三个角度构建了以文化力为核心,既体现历史文化城市独特性又尊重全球文化历史名城的一般性的“城市文化竞争力评价体系”,包含文化资源集聚、文化市场和消费、文化辐射、开放与创新、国际交流、文化管理、文化情感七大一级指标,并以中国的历史文化名城西安为例检验了该评价体系的必要性和实用性。西安市正在向以文化为核心的范式转型,西安城市文化价值的开发需处理好“皇城复兴”计划与“文化遗产平民化”行动,文化资源开发与文化产业化发展,“一带一路”国家倡议与“一城一民”故乡情怀这三对关系。
Based on a comparative study of 13 evaluation systems of urban competitiveness available at home and six such evaluation systems abroad, this paper attempts to build a general “urban cultural competitiveness evaluation system” with cultural power as the core in light of cultural resources aggregation, urban growth space and urban cultural subject perception, which not only reflect the uniqueness of historical and cultural cities but also respect its generality. The new system of evaluation includes cultural resources aggregation, cultural market and consumption, cultural radiation, openness and innovation, intercultural communication, cultural management, and cultural emotions. A case study of Xi’an which represents a famous historical and cultural urban center in China to illustrate the necessity and practicability of the new system. Xi’an is transforming into a paradigm with culture as its core. Finally, the development of Xi’an urban cultural value is recommended to focus on three pairs of relations which are as follows: 1)the “Imperial City Renaissance” plan and the “Cultural Heritage Transmission” action; 2)cultural resource development and cultural industrialization development; and 3)the Belt and Road Initiative and the “one city, one people” hometown feelings
