中国网络安全话语分析――以《人民日报》1994―2016年的报道为例
Framing Cyber Security in China: An Analysis of People’s Daily (1994―2016)

本文以《人民日报》1994―2016年的新闻报道为例探索政府视角下的网络安全问题。研究发现:第一,网络安全的报道重点经历了从技术议题到社会议题和外交议题的转变,与此同时,话语主题也相应地从早期的犯罪化框架,发展到呼吁政府整体性解决方案的警惕性框架,最终呈现出军事化和国家化的流变趋势。第二,中国政府在网络安全的报道中扮演了重要角色,不仅是比例最高的被引信息来源,也是被提及最多的解决方案承担者。第三,中国网络安全的军事化话语,大部分都源于与美国的冲突事件,中美之间的博弈合作塑造着中国对网络安全的认知和话语实践。
Combined quantitative content analysis and qualitative discourse analysis, this research tries to answer these questions by analyzing the news report of cyber security of People`s Daily. Firstly, the coverage topic of cybersecurity has gone from technical to socio？？political, and eventually to military？？diplomatic related issues At the same time, the discourse theme has evolved from criminalization and warning, to the vigilance of appealing for a holistic solution of the government, and finally to militarization and nationalization. Secondly, the government has played an important role in the coverage of cybersecurity, not only the highest proportion of sources, but also the most mentioned solution undertaker. Thirdly, most of the military discourse of China’s cyber security originates from the specific events of the conflict with the United States of America. The relationship between China and the United States shapes China’s cognition and discourse practice of cybersecurity
