Construction and practice of a conservation plan implementation evaluation system for historic villages

ABSTRACT Conservation planning plays an important role in the protection and development of historic villages. A conservation plan evaluation is helpful to discover problems that might exist in the work of village protection. Having a way to evaluate conservation plans will improve the conservation planning system. In this study, a theoretical conservation plan implementation evaluation system for historic villages is developed based on a review of the current situation of conservation plan implementation evaluations at home and abroad. This theoretical evaluation system includes three stages of the “planning program evaluation:”a conservation plan scheme evaluation, an implementation process evaluation and an implementation results evaluation. Three stages are suggested consisting of an evaluation index, evaluation process, and evaluation contents. Finally, the Tangwei historic village is used as a case study. Four aspects of the conservation plan implementation and its effects are evaluated using field research and a questionnaire. These include protection and utilization of ancient buildings, roadway repair, and landscape and sanitation facility improvements. Such an evaluation reflects the rationality and effectiveness of a conservation plan for historic villages from the perspective of implementation and promotes the effective protection of cultural heritage sites
