Abstract:

城市水环境问题复杂,既具有流域性、系统性,又在各排水单元上呈现出本地性特点。启用流域系统治理思路,全面统筹“水资源、水环境、水生态、水安全”以实现四水共治,成为解决城市水环境问题的根本策略。本研究以荆州市城区水环境治理为例,通过引入“大流域统筹、小流域分区、差异化施策”治理策略,系统分析了城区水环境问题成因,探讨了流域系统治理思路在城市水环境治理中的应用,提出了荆州市城区水环境系统治理方案。研究表明,作者提出的流域系统治理思路具有较强的科学性和系统性,能广泛应用于城市地区及不同流域尺度的水环境治理工作,具有广泛的适用性。
The problem of urban water environment is complex, which should not only be considered as a syste-matic watershed, but also has local characteristics on each drainage unit. To achieve the four targets of “water resources, water environment, water ecology, water security”, a strategy of watershed system treatment is developed, which has become the fundamental strategy to solve urban water environment problems. In this paper, the water environment treatment of Jingzhou urban area is taken as an example. By introducing the treatment strategy of “overall planning of large basins, subdivision of small basins and differentiated policies”, the causes of water environment problems in urban area are systematically analyzed firstly, and the application of watershed system strategy is attempted on urban water environment treatment secondly, and subarea treatment measures are proposed. The study shows that the watershed system treatment strategy proposed by the author has extensive applicability, and can be widely applied to water environment treatment in urban areas and basins at different scales.
