黑龙江省农村一二三产业融合发展水平研究评价

Abstract:

为解决中国农业耕地资源约束趋紧、劳动力生产率低下、生态环境持续恶化和农民收入滞后于经济增长水平等问题,我国连续5年下发中央1号文件强调农村一二三产业融合发展。黑龙江省一直是我国粮食主产区,粮食产量连续15年大丰收,8年来粮食产量稳居全国首位。2018年,黑龙江省粮食总产量达到750亿公斤,占全国粮食产量的10%,东北三省粮食产量的51%。本文构建了农村一二三产业融合发展指标体系,并以黑龙江省为例评价了农村一二三产业融合发展水平,结果表明,该省农村一二三产业融合发展已经从起步阶段进入成长阶段,并逐年提高。通过计算农村一二三产业融合发展障碍因子发现,黑龙江省应该重点发展农产品加工业提升农业产业融合发展水平。
In order to solve the problems of tightening restriction on agricultural cultivated land resources, low productivity of labor force, deterioration of ecological environment and lagging of farmers’ income behind the level of economic growth in China, the Central Government issued document No. 1 for five consecutive years, emphasizing the integration and development of rural primary, secondary and tertiary industries. Heilongjiang Province has always been the main grain producing area in China. Grain production has been bumper for 15 consecutive years. In the past eight years, grain production has been the first in the country. In 2018, the total grain output of Heilongjiang Province reached 75 billion kg, accounting for 10% of the national grain output, and 51% of the grain output of the three northeastern provinces. This paper establishes the index system of rural primary, secondary and tertiary industry convergence development, and evaluates the level of rural primary, secondary and tertiary industry convergence development in Heilongjiang Province as an example. The results show that the rural primary, secondary and tertiary industry convergence development in Heilongjiang Province has entered the growth stage from the initial stage and improved year by year. By calculating the barrier factors of the integration of rural pri-mary, secondary and tertiary industries, it is found that Heilongjiang Province should focus on the development of agricultural product processing industry to improve the level of integration of ag-ricultural industry.
