农村集体产权制度改革对完善农村治理、保障农民权益，探索形成农村集体经济新的实现形式和运行机制，具有十分重要的意义。但是，由于农村信息化建设滞后、信息资源整合程度低，制约了农村集体产权制度改革的规范化推进。针对这一问题，本文系统梳理了农村集体产权制度改革与信息化管理的结合点，并从成员身份管理、集体资产管理、股权流转与交易、后期监管以及系统对接与升级五个方面对完善信息管理系统设计提出了建议。
The reform of rural collective property rights system is of great significance to the improvement of rural governance, the protection of farmers’ rights and interests, and the formation of a new realization form and operation mechanism of rural collective economy. However, the backward construction of rural informatization and the low integration of information resources restrict the standardization of rural collective property rights system reform. In view of this problem, this paper systematically sorted out the combination of rural collective property rights system reform and information management, and put forward suggestions on improving the design of information management system from five aspects: membership management, collective asset management, equity transfer and trading, late supervision and system docking and upgrading.
