政府购买服务研究回顾与展望
Study on Government’s Purchasing of Services Contracting:Retrospect and Prospect

近十多年来，“政府购买服务”成为国内学术界研究的热点，学者们已从不同学科角度积累了很多富有见地的研究成果。对政府购买服务的必要性、内涵、风险及其防范策略、实践模式等进行了总结。提出为服务国家战略需求，在未来较长时期里，政府购买服务研究将注重运用多元化方法、总结和提升更大范围的地方实践模式、建立健全购买服务质量评估和监督体系等建议。
In the past ten years,purchasing of services contracting (POSC) is the hot topic in Chinese academic circles.Nowadays,many researchers and scholars have put forward more insightful arguments on POSC.This paper summarizes necessity and connotation of POSC,risks of POSC,practical suggestions on the prevention of risks of POSC and the practical pattern of POSC.Considering the requirement of the national strategies,the study on POSC will focus on pluralistic research methods,promote a wider range of local practical pattern on POSC and improve the service quality evaluation and supervision system of POSC in the long run.
