Abstract:

提高农业生产技术效率是我国农地流转政策的重要目标之一,基于我国粮食主产区346个农户的调查数据,采用“一步法”随机前沿函数(SFA)从总产值、亩均产值、劳均产值三个维度检测了有/无农地流转两类农户的粮食生产技术效率,并检验了影响两类农户技术效率的主要因素。研究表明:农地流转、农业劳动力质量、土地规模对技术效率有正向影响,农地细碎化程度、农地离城镇的距离对技术效率则有负向影响。在此基础上,提出进一步推动农地流转、增加农业劳动力人力资本投资等政策建议。
Improving the efficiency of agricultural production is one of the important objectives of China’s agricultural farmland circulation policy. Based on the survey data of 346 households in China’s main grain producing areas,this paper uses one-stepstochastic frontier analysis function to measure the agricultural production efficiency of the two types of farmers who participate in or not participate in the farmland circulation from the three dimensions of gross output value,land productivity and labor productivity and tests the external factors influencing the technical efficiency of the two types of farmers.The result shows that farmland circultion,quality of agricultural labor force and scale of land have positive impact on technical efficiency of grain’s production,and the degree of land fragmentation,distance between farmers’ farmland and town have a significant negative effect on technical efficiency.Therefore,this paper puts forward some policy suggestions on how to further promote the farmland circulation and strengthen agricultural human capital investment.
