晚年何以安度：农村空巢老人安全保障问题研究——基于山东省部分新型农村社区的实证调查
How to Live a Happy Ending:The Study of Rural Empty Nesters’ Security Issues ——Based on the Empirical Investigation of New Rural Community in Shandong Province

农村空巢老人人身和财产等安全问题是其生产生活中的现实危险与隐患问题，有着迫切的安全保障需求。通过对山东省部分地市农村空巢老人安全问题的实地调查，真实地展示了农村空巢老人的安全状况、新型农村社区安全保障服务供给状况。从政府公共服务、社区自我服务、商业化便民利民服务三方面探究了新型农村社区在保障农村空巢老人人身和财产安全方面的成效与问题。指出应将农村空巢老人安全保障服务纳入政府公共服务供给体系统筹考虑；应从社区自我供给、政府供给、社会供给三方面共同提供空巢老人安全保障服务，同时应提高服务供给的专业化、市场化、智能化水平以切实保障农村空巢老人的安全，建构起多元参与、协同共治的供给机制以充分满足农村空巢老人急需的安全保障需求。 
Personal and property safety issues are quite realistic and risky in the daily life of rural empty nesters who are badly in need of safe guarantee.Based on the empirical investigation of some areas and cities in Shandong Province，this article presented a true-to-life rural empty nesters’ security situation and the supplying condition of security services in new rural communities.It further studied the achievements and problems in protecting the empty nesters’ personal and property safety on the new communities’ part from three perspectives，namely the government’s public service，the community self-service and the commercial service for the convenience and advantage of residents.Accordingly，it is suggested that empty nesters’ security services should be involved in the provision system of government’s public service; the security service should be guaranteed from three perspectives，namely self-supply，government-supply and society-supply; the level of specialization，market，intelligence to supply security services should be improved simultaneously，so that the urgent need of empty nesters’ security can be fully met in multiple participation and co-governance.
