阿马蒂亚·森的发展经济思想及其对我国新农村建设的启示
Amaetya Sen’s Thought of Economic Development and the Enlightenment to the New Rural Construction of Our Country

著名经济学家阿马蒂亚·森一生关注弱势群体的命运，其发展经济思想充分体现了他对底层受害者和“落在最后”的农民的关怀与同情。从3个方面论述了阿马蒂亚·森的发展经济思想的突出表现：一是他对现代西方主流经济学忽视弱势群体的批判；二是他对以刘易斯为代表的二元经济结构理论关于农民贫困根源的批判；三是他认为应以自由看待农民发展的思想。认为阿马蒂亚·森的发展经济思想对推进我国“三农”发展，特别是对领会和贯彻中央新近提出的“物的新农村”与“人的新农村”建设齐头并进战略具有重要的理论和现实意义。
The famous economist Amartya Sen pay a lifetime attention to the fate of the vulnerable groups.His ideas of economic development fully reflects his concern and sympathy for the bottom of the victims and “fell on the last” farmers.This article discusses the outstanding performance of Sens’ development economic ideas from three aspects.Firstly,he criticizes the modern western mainstream economics ignore social vulnerable groups.Secondly,he criticizes the theory of dual economic structure of farmers' poverty represented by Lewis.Thirdly,he contends that the development of farmers should be treated with freedom.The article thinks that Sen's development economic ideas have important theoretical and practical significance to china’s promotion of the development of “three rural”,especially to the strategy that the newly proposed “content-oriented new rural ” and “people-oriented new rural ” should be developed concertedly.
