论公共事务跨域治理中的行政协调——基于深惠和北基垃圾治理的案例比较
On the Administrative Coordination in the Cross-boundary Governance of Public Affairs： Based on the Case Comparison

摘要 公共事务跨域治理关键在于协调。本文从初始条件、协调主体、协调机制、结果四个维度比较了深惠垃圾填埋场污染纠纷案和北基垃圾合作治理案中的行政协调，认为制度环境、相互依赖以及合作或冲突的历史会影响行政协调的过程，并进而影响协调的结果。在公共事务跨域治理的过程中，协调各方关系要充分发挥政府的主导作用，并发挥有效领导力在行政协调中的推动作用，同时还要重视公民参与，协调好政府同公民的关系。
Abstract：Coordination is the key of cross-boundary governance. This article compares the case of Shenzhen-Huizhou and the case of Taibei-Jilong from four dimensions： initial conditions， coordinate subject， coordinate mechanism and outcomes. Institutional environment， interdependence and the history of cooperation or conflict would affect the process of administrative coordination， then would affect the outcomes. There are three important things for administrative coordination of cross-boundary governance： government leading role， facilitative leadership and citizen participation.
