经济下行背景下的社会稳定问题
The Social Stability Problems Together with Political Risks of China's Economic Downturn

摘要 在全球经济增长普遍放缓的大背景下，近年来中国经济增速亦明显降低。面对经济下行所带来的各种社会稳定问题，各级政府采取了一系列应对措施，但产生了一定的政治风险：首先，维稳成本有增无减，进一步加深财政危机；其次，高压维稳，非法打击，进一步加深“官民”矛盾。最后，主流价值观混乱，民众焦虑增加，资本外流，进一步阻碍经济发展。欲破解这些问题，需要新思路，比如：(一)转变“稳定压倒一切”的“刚性维稳”思维，保障公民权利；(二)提高社会风险防范意识，建立风险社会治理机制；(三)增强执政意识，正视社会转型伴生的矛盾与冲突。
Abstract：While the world economy is having a general slowdown in growth， China's economic growth is also having a significant decrease in recent years. Facing the social stability problems brought by the economy downward， governments at all levels have adopted a series of measures， only bringing political risks： first， the cost of stability grows， further deepening the financial crisis. Second， safeguarding stability by high pressure and illegal strike further deepen the contradiction between officials and “ordinary people”. Third， the mainstream values confuse people， people anxiety increases， and the outflow of capital further hinders the economic development. To decode the social and political problems brought by the economic downturn needs new ideas.
