经济新常态下振兴县域经济的新思考
The Rethinking of Boosting County Economy under the New Normal

摘要 经济新常态下，我国县域经济在国民经济中所占比重显著下降，增速放缓，发展高度分化。县域经济既面临缺乏顶层设计和通盘考虑、体制机制改革滞后、县域生产要素外流和既有发展模式难以为继等问题，也存在区域产业转移、新型城镇化、全面深化改革等诸多战略机遇。振兴县域经济亟待从理念、技术和制度三个层面破除路径依赖，提升县域经济发展质量。在理念层面，县域经济发展要由速度发展向质量发展、由政府主导向市场决定转变，要跳出“行政边界”，基于区域发展空间谋求发展。在技术层面，振兴县域经济要培育县域经济增长极，通过承接产业转移与引导农民工返乡创业相结合，激发县域发展活力，合理处理招商引资和本土企业发展关系，增强县域经济内生发展动力。在制度层面，振兴县域经济要加强县域经济发展的顶层设计，进一步推动省以下管理体制改革，在尊重市场机制作用基础上推动县域体制机制创新。
Abstract：Under the New Normal，the proportion of county economy in China's national economy proves to be significantly decreasing，and the growth speed of county economy slows down with the development highly decentralized. Not only is the county economy faced with such problems as， lack of top-level design and overall consideration， lag of systematic reforms， outflow of county production factors， and unsustainability of given development mode， but also with numerous strategic opportunities， like transformation of regional industries， new urbanization， overall deepened reform， etc. Boosting county economy should urgently eliminate path dependence from three levels： idea， technology and institution so as to enhance its development quality. At the level of idea， county economic development should transform its speed into quality， government-led mode into market-led mode， should jump out of the “administrative boundary”， and should base itself on the regional development space to seek development. At the level of technology， boosting county economy should foster county economic growth pole. And by employing the combination of carrying on the industry transfer with inducing returned rural migrant workers， the county motivates its development vitality， reasonably tackles the relations between attracting business as well as investment and the development of local enterprises， and heightens the endogenous economic driving force. At the level of institution， the top-level design of county economic development should be strengthened to further promote sub-provincial administrative institutional reform and facilitate the systematic and mechanic innovation by respecting market mechanism.
