差别化土地管理政策框架的构建
Preliminary Study on Construction of Differentiated Land Policy Framework

差别化土地管理是在现有土地管理制度框架下,重点考虑各地土地资源禀赋、区域发展阶段、产业结构等差异化因素,通过政策、经济、技术等手段,为提高土地资源配置效率,满足市场主体差异化需求,推动土地节约集约利用,实现土地资源参与宏观经济调控等多目标而实施的精细化管理。基于土地利用管理生命周期模型,从土地利用总体规划、土地利用年度计划管理、土地审批管理、土地供应管理、土地利用评价与监管等方面构建差别化土地管理政策框架体系。
This paper aimed at discussing the meaning of differentiated land management and constructing a framework system of differentiated land management policies. It concluded that under current land management institution framework, differentiated land management is one kind of sophisticated land resource management according to land resource endowment, stage of regional development, industrial structure and other differentiating factors, which makes use of policy, economy, technology and other measures to improve the efficiency of resource allocation, meet the differentiated demand of market players, promote land conservation intensive use, achieve the target of land resources involved in macroeconomic adjustment and other multiple objectives. Finally it constructed a policy framework system of differentiated land management based on land use management lifecycle model from land use plan, annual plans for the land use, land approval, land supply and land use evaluation and supervision respects.
