Protection of Mountain, Forest, River, Swamp and Its Economic Background During Qin and Han Dynasties

秦汉学者强调对于自然资源要取之有度、节制消费,保证各种生物顺利长养,并形成了山林川泽“以时禁发”的思想。秦汉政府重视山林川泽的保护,将“以时禁发”的精神落实到了国家法令之中。然而,秦汉时期保护山林川泽的出发点主要是追求经济利益,而非基于先进的生态文明理念,由于社会经济关系的调整,这些优秀的思想与制度在传统社会并没有得到很好的继承和发扬。
Scholars in the Qin and Han dynasties’ emphasized that natural resources should be taken by a certain degree and consumed moderately to ensure all living things’successful growth, which formed the thought that mountain, forest, river and swamp’s exploration should be ban in certain seasons. The government attaches great importance to protecting mountain, forest, river and swamp, and put the ban exploration in certain seasons into laws. However, the protection of mountain, forest, river and swamp were aimed at economic interests, rather than based on the concept of ecological civilization during the Qin and Han dynasties. As a result of social economic relation adjustment, these excellent ideas and system has not been inherited and carried forward in traditional society.
