农垦“两田制”之困境与出路
Agricultural Reclamation “Two Kind Field System”: Dilemmas and Countermeasures

“两田制”即将承包地划分为基本田和规模田,是当前农垦国有农用地承包经营的主要模式。但“两田制”却遭遇了基本田收益难以满足逐年增长的职工社保缴费需求,规模田使用费过低且调整机制不合理,承包地调整难等实施困境。“两田制”实施困境的出路是:坚持“两田制”并默许其适度变革,应完善规模田的定价机制并细化承包地调整的适宜路径及其保障措施。
“Two kind field system” (namely the contracted land is divided into the basic field and the scale field) is the main pattern of contract operation for the current state owned agricultural land in agricultural reclamation farms. But “two kind field system” is actually encountering some implementation dilemmas in which the income stemmed from the basic field can’t satisfy the needs of the employee’s social security fees increasing year by year, the income derived from the scale field is excessively low and the adjustment mechanism is unreasonable, the contracted land is difficult to be adjusted, and so on. The countermeasures to break through such a dilemma are “Two kind field system” should be persisted and tacitly agree to its moderate transformation, consummate the fixed price mechanism of the scale field, and refine the suitable way and safeguard measures to adjust the contracted land.
