基于土地当量的耕地保护倾斜性金融支持机制
On FAF of Cultivated Land Protection Based on Land Equivalent

耕地保护需要注重“量”的限定，但更要注重 “质”的保证。耕地保护的关键在于如何平衡耕地保护与地方政府城镇化的压力以及由此带来的巨大金融空缺之间的关系。耕地保护应当与城镇化、农村土地改革中的规模化经营趋势、农民权益的保护、耕地保护的外部性以及农村经济现状等问题综合起来考虑。基于土地当量的耕地倾斜性金融支持机制，本质在于通过对耕地的金融化，以土地当量对耕地进行身份和价值的识别，借助市场交易方式，进而实现金融资源对耕地的持续支持。在地方政府与农户积极性联动的基础上，配合碳排放等制度创新，在制度层面上实现对耕地的倾斜性金融支持。
For the cultivated land protection, attention needs to be paid to the limit of quantity, but more attention should be paid to the maintenance of quality. The key to the protection of cultivated land is how to balance the relationship between the protection of cultivated land and the pressure of urbanization on local government and the resulting huge financial vacancies. The protection of cultivated land should be considered in combination with urbanization, the trend of large-scale management of rural land reform, the protection of farmers’ rights and interests, the externality of cultivated land protection and the current situation of rural economy. The essence of the favorable allocation of finance（FAF） of cultivated land based on land equivalent is to make the cultivated land financial, to identify the identity and value of cultivated land by land equivalent, and then to realize the continued support of the financial resources of the cultivated land by means of market transaction. On the basis of the positive linkage between local governments and farmers, with the carbon emissions and other institutional innovations, we can achieve the FAF of the cultivated land on the institutional level.
