代际支持、干群互动与精准扶贫政策的满意度
Intergenerational Support, Interaction Between Cadres and Masses and Precision Poverty Alleviation Policy Satisfaction

运用2016年陕西省农村贫困居民的调查数据，通过最优尺度回归模型分析了农村贫困居民对精准扶贫政策的满意度及其影响因素。结果表明：农村贫困居民对精准扶贫政策的满意度水平较低；代际支持、干群互动、对精准扶贫政策的了解以及精准扶贫项目参与都显著地提升了精准扶贫政策的满意度，并且这些因素对精准扶贫政策满意度有着很高的预测效果；此外社会人口特征变量和家庭特征变量所能解释的满意度的方差比例极小。针对这些发现，提出了加强与贫困农民互动、促进贫困家庭的和谐和交流、加大对精准扶贫政策的宣传和解读以及进一步加强精准扶贫项目的落实等对策建议。
Through using 2016 survey data of Shaanxi rural poor residents, optimal scale regression is applied to examine the factors influencing rural poor residents’ attitudes to policy satisfaction of targeted measures on poverty alleviation. The results are as follows. First, rural poor people have lower level of satisfaction with the policy of poverty alleviation; Second, intergenerational support, interaction between cadres and masses, the understanding of poverty alleviation policy, and the participation projects of this policy significantly affects the policy satisfaction; and these factors have a very high prediction effect on the precision poverty alleviation policy satisfaction; In addition, social demographic characteristics and family trait variables can explain the minimal variance of satisfaction variance. Based on the finding, it is proposed to strengthen the interaction with poor peasants, promote the harmony and exchange of poor families, increase the propaganda and interpretation of precision poverty alleviation policies, and further strengthen the implementation of precision poverty alleviation projects.
