农民土地财产性收入影响因素分析
Status of Farmers’ Land Property Income and Influencing Factors: A Case Study of Jiangsu Province

以江苏省为例,在掌握农民土地财产性收入主要特征的基础上,探索制约其增长的主要因素。研究结果表明:从规模来看,江苏省农民土地财产性收入呈现逐年增加趋势,且存在一定的地区差异,但区域差异正在逐步缩小。从结构来看,土地流转收入增长迅速,土地征收补偿收入占比逐渐降低。从影响因素来看,以财产权制度和市场化制度为代表的制度性障碍是制约当前农民土地财产性收入增长的最主要因素;外来资本对农村土地的需求以及社会经济发展带来的土地价值增长也在一定程度上影响着农民土地财产性收入的获取。最后基于创造条件增加农民土地财产性收入的视角提出:完善财产权制度设计、提高市场化制度水平、注重外来资本适当引进、提高地区农地产出效益等治理对策。
The purpose of this paper is to analyze the status of farmers’ land property income and discuss the main factors restricting their incomes. Methods employed include statistical analysis, combined with empirical theory and field research method. The result indicates that 1)in terms of size, farmers’ land property income showed an increasing trend year by year, and there are some regional differences (Sunan>Suzhong>Subei), but regional differences are gradually narrowing in Jiangsu Province, and 2)from a structural point, the rapid growth of land transfer income, the income share of land acquisition compensation decreases, and 3)from the point of factors, property rights system and the market system as the representative of the current institutional barriers restricting the growth of farmers’ land property income are the most important factor; land value brought by foreign capital needs and socio economic development of rural land growth also is a certain impact on the farmers’ land property income to obtain degree. It is concluded that to create conditions to increase farmers’ land property income, we can make some efforts from property rights system design, market oriented system design, and focus on the appropriate introduction of foreign capital.
