Abstract:

第三方评价是“双一流”建设政策的重要组成部分,核 心是对一流大学和一流学科建设成效的监测评估。第三方评 价的评价标准重心在于一流师资队伍建设、创新人才培养、科 研水平提升、社会服务水平提高和文化传承创新;作用机制在 于提高“双一流”建设的科学性和公信力,对“双一流”建设的 强化追踪指导,提升“双一流”建设师资质量和国际声誉,推进 “双一流”学科与专业的并进建设。评价实施原则要做到公正 客观,保证价值无涉;体现“双一流”建设政策旨趣,保证合规 合法;具备专业性,保证权威可信;兼顾质量与公平以及学科 与专业共进建设,保证科学实效。运用及参考第三方评价机构 得出的有影响力的评价结果,有助于完善政府“双一流”政策 的顶层规划,指导高校调适学科、专业及课程布局,为学生、家 长和企事业组织提供信息参考。
As an important part of the "Double First Class" initiative, third-party evaluation focuses on monitoring and evaluating achievements in the construction of first class universities and disciplines. The focus of evaluation standard of third party is to build first-class teachers, to cultivate innovative talents, to improve the level of scientific research, and to improve the level of social services and to innovate cultural heritage. The function of the evaluation is to improve its scientificity and credibility, to strengthen follow-up guidance, to promote teacher quality and international reputation, and to boost construction of both world-class disciplines andmajors. The evaluation should be fair, objective to maintainit value-free; the evaluation should reflect requirements of the “Double First Class” construction to remain it lawful and compliant; the evaluation should be equipped with expertise to guarantee its authority and credibility; and the evaluation should pay attention to both quality and fairness and promote construction of both world-class disciplines and majors to ensure its effectiveness. Significant results of the third-party evaluation are valuable references to improve its top-level design of the “Double First Class” initiative for the government, to adjust their disciplines, majors and curriculum for the colleges and universities, and to collect relevant information for students, parents, and businesses.
