“一带一路”倡议下的中外人文交流机制 　　　 ——现状、问题与出路
The Cultural Exchange Mechanism between China and Foreign Countries under the Belt and Road Initiative

在中国特色社会主义新时代，人文交流在推进“一带 一路”倡议的具体落实进程中具有重要作用。而“一带一 路”倡议下的中外人文交流机制从纵向上可分为国家、机构 和民间三大层面，横向上可分为双边、多边、混合三大层 面，它们相互作用、支持并渗透，共同支持着中外人文交流 事业的进步。但人文交流在现实运行中也存在着一些明显的 问题，如官办化、低效化、随意化、阻隔化等。要突破这些 困境，则需要从认识重整、政策扶持、组织变革、日常管理 改善等方面入手。唯如此，才能全面推进“一带一路”倡议 下中外人文交流目标的实现。
In the new era of socialism with Chinese characteristics, the cultural exchange plays an important role in the concrete implementation of the Belt and Road Initiative. The cultural exchange mechanism between China and foreign countries under the Belt and Road Initiative is divided into three major levels longitudinally: the state, the institution and the folk. Horizontally, it is divided into three levels: bilateral, multilateral and mixed. They interact, support and permeate together to support the progress of cultural exchanges between China and foreign countries. But there are still some obvious problems in its operation, such as official, inefficient, arbitrary, blocking and other issues. To overcome these difficulties, it needs to work from the aspects of knowledge reorganization, policy support, organizational change and daily management improvement. Only in this way can we achieve the goal of cultural exchange under the Belt and Road Initiative
