美国公立大学教师薪酬制度的特点与启示 ——以加州大学为例

Abstract:
美国公立大学教师薪酬制度坚持保障优先,注重隐性激 励,结构简单清晰,专任教师普遍实行年薪制。加州大学作为其 典型代表,薪酬水平基于教师专业技术职务和薪级两个维度, 兼顾内部公平、优劳优酬和外部竞争性,这种契合大学组织特 性与教师职业劳动特点的制度设计,既可以减少学术功利主义 的影响,又让教师工作绩效与薪酬联动,形成较强的内在动力。 我国公立大学应充分借鉴其成功经验,从教师薪酬制度的设计 理念、薪酬结构及管理模式等方面加大创新力度。
The compensation system of teachers in American public university adheres to give priority to the protection, focus on implicit incentive and clear structure. Their full-time teachers implement annual salary system. University of California is a typical example. The payment level is based on positions and pay grades of teachers, which take internal equity, better payment for better work and external competitiveness into consideration. Because this system is fit for university organization and teacher’s professional character, it can reduce the effect of academic utilitarian and combine job performance and payment as a strong internal power. Chinese public university should draw on their successful experience to enhance innovation on design concept, payment structure and management mode of teacher payment system.
