浅析高等教育质量管理理念的转型及趋势

全面质量管理理念以其全面性、全员性、全程性的特点 在企业产品质量管理中取得了巨大的成功，但在融入高校质量 管理过程中始终未能深入高校教学、科研等核心工作领域。全 面质量管理理念中蕴含的精细与严谨对大学质量管理无疑具 有较大的借鉴与启示，大学需要以开放的姿态和耐心的态度审 视来源于企业的质量管理理念与方法，取其精华、弃其不适， 并与现代大学的文化、制度及组织架构相结合，最终构建出适 合于高等教育领域的质量管理理念与方法。在这个过程中，大 学首先需要树立质量财富的管理理念，把质量管理视为大学一 种内在追求，而不是追随管理时尚或者迎合外界需要；其次是 要着力培养师生的质量文化，在全体师生员工心中树立以质量 为中心的意识，建立全方位的质量管理体系，最终实现大学由 传统组织向质量组织的转变。
The characteristic of total quality management philosophy are comprehensiveness which include all people and process, these made huge success in company product quality management. But when it integrated into university it could not penetrate into the field of teaching and scientific research, because the nature of university and company is different as well as they have different understanding of quality concept. However, the meticulous and rigorous philosophy implication in total quality management can provide important enlightenment and reference for higher education quality management. University needs openness and patience to analyze the philosophy and methods of quality management which come from company. University should take the essence, discard the discomfort of quality management philosophy from company, then combine these advantages with the modern university culture、system and organizational structure to establish the quality philosophy and methods which are suitable for university. In the process, first, university needs to set up the philosophy of taking the quality as wealth, taking quality management as their inner pursuit which is not a random activity to pursue the fashion of management or cater for external demand. Second, university should develop quality culture and arouse the consciousness among teachers and students, and establish an all-around quality management system. In the end, we can realize the transition of university from traditional organization to quality organization.
