“一带一路”背景下高质量国际虚拟大学建设探析
An Exploration on Establishing High Quality International Virtual Universities Based on the Belt and Road Initiative

“一带一路”是我国根据全球化发展趋势所提出的重 要倡议，这对我国高等教育的发展来说既是机遇，也是挑 战。以网络为基础的高等教育以其便捷、廉价、覆盖范围广 等优势，能够使更多的人获得高等教育的机会。我国虚拟大 学发展源于广播电视大学，已经初步体系化，但仍存在国际 化程度不高、质量保障体系不完善、学术研究薄弱、有待进 一步发展高层次的学位教育等诸多问题。应充分利用现有资 源，结合“一带一路”沿线国家虚拟大学等网络教育以及网 络资源发展现状和特点，以“国际化”为指针，对我国虚拟 大学发展进行合理布局，并通过采用跨境虚拟大学模式、在 大学联盟基础上组建虚拟大学合作模式、以项目为基础的合 作模式、校企合作模式等多种合作模式建设高质量国际虚拟 大学，以服务于培养“一带一路”所需人才的目的。
As a response to the trend of globalization, the Belt and Road Initiative presents both a chance and a challenge to the development of China’s higher education. Online higher education can provide convenient, cheap, and massive open courses to people of different age groups from different parts of the world, which allows more people with different backgrounds access to higher education. Virtual universities in China have become systematic, though they have drawbacks such as a low level of internationalization, a lack of quality assurance system, limited research capacity, and weak degree programs. It is proposed that making the most of current resources and considering the status quo and features of online education and Internet resources of virtual universities in countries along the Belt and Road, international virtual universities in China should be arranged properly. In addition, to meet the talent need for the development of the Belt and Road countries, more high quality international or cross-border virtual universities should be established based on university alliances, projects and school-enterprise cooperation
