“管办评分离”：大学走向善治的契机
Separating the Government ’s Authority, Management and Assessment: an opportunity for Good Governance of University

善治是着眼于好的治理，大学需要善治，而“管办评分 离”为大学善治提供了良好的契机。“管办评分离”是指政府、 学校和社会三大主体相互独立、各司其职，且在人才培养过程 中共同构成相互协同联动的体制。深入推进“管办评分离”这 一举措的提出，是基于高等教育的公共性和现代大学治理理 论的考虑，埃莉诺·奥斯特罗姆的公共治理思想为其提供了 重要的理论基础。“管办评分离”不仅可以实现多元主体的共 治，促进大学治理现代化，而且还能实现大学多主体的自主治 理，有利于促进大学社会资本的增值。目前，“管办评分离”实 施过程中需要突破放权与分权的重重障碍，攻下学校自主办 学的难点，克服社会组织评价落后的缺陷，才能真正实现由政 府包揽的“管办评”到定位、结构和功能相对独立与完善的人 才培养过程的“管”、“办”、“评”的融合。
A good government focuses on good governance. Separation of government authority,management and assessment provides a good opportunity for good governance of the University. It is referred to the government, universities and social organizations, which perform well their duties and each of which plays a role and forms a collaborative relationship among them. This policy is implemented and based on the public nature of higher education and the theory of modern university governance,and strongly supported by Elinor Ostrom’s public governance theory. Through this policy, the multigovernance and modernization of higher education may be realized. Besides, self-governance of multiagents can be realized to help raise universities’ social capital. At present, the implementation of the policy needs to tackle the obstacles of devolution and decentralization, break through the difficulty of university autonomy, and overcome the backwardness of social organizations of evaluation. And only through these can we truly achieve from the government’s doing everything in “authority,management and assessment”, to a full process of university talents cultivation in orientation, structures and functions.
