地方政府投融资平台投资效益综合评价研究——基于熵权法与因子分析法
Comprehensive Evaluation of Investment Benefit of the Government Special Purpose Vehicle——Based on Entropy Method and Factor Analysis Method

从区域经济发展、城市化进程和人民生活水平三个层面构建了地方政府投融资平台投资效益评价指标体系。在分析评价指标特点的基础上，将熵权法与因子分析法相结合应用于地方政府投融资平台（以下简称“平台”）投资效益综合评价。首先选取湖南省1995~2010年16年间的数据作为研究对象，分析湖南省平台的投资效益，并针对2010年湖南14个地市、自治州的指标数据进行综合评价，结果显示：湘西自治州等经济欠发达地区平台的投资效益较长沙等经济较发达地区的要好。
This paper establishes an evaluation indicator system on the government Special Purpose Vehicle（SPV）investment benefit in Hunan province from three aspects: regional economic development, urbanization and people's living standards. Entropy method and factor analysis method are applied to the said evaluation indicator system. Firstly, the author figures out the investment benefit of the government SPV's in Hunan province by selecting a sixteen-year-long(1995-2012) data as the sample. Then, a comprehensive evaluation is made on the indicator data about 14 prefecture-level cities in 2010. The result of the evaluation reveals that, among the 14 prefecture-level cities, investment benefit in undeveloped areas such as Xiangxi Autonomous Region better than other developed areas such as Changsha.
