中国财政支农的福利绩效分析：2004-2016
Welfare Performance of Agricultural Fiscal Support with A Panel Data from 13 Provinces in China：2004-2016

依据社会福利理论，运用科布-道格拉斯生产函数推演财政支农的福利模型，对2004-2016年中国13个农业大省面板数据的实证分析发现：中国市场转型过程中价格机制使中国财政支农“逆向”调节了城乡居民福利，限制了农民农业生产的劳动投入，扩大了城乡居民福利差距。此外，中国农民收入结构和农业总支持率的证据也表明，亟需调整财政支农的转移支付政策，切实改善农民福利水平。
A welfare model of financial support for agriculture is derived using the Cobb-Douglas production function based on the theory of social welfare. With the panel data of 13 major agricultural provinces in China from the year 2004 to 2016, our empirical analysis found that the price mechanism in the process of market transformation in China has made the financial support for agriculture adjusted the welfare of urban and rural residents for worse effects, curbed the labor input of agricultural production, and expanded the urban and rural welfare gap. In addition, the evidence shows that China needs to adjust the transfer payment policy of financial support for agriculture in order to successfully achieve the well-off society in 2020 with the structure of Chinese farmers' income and agricultural total support rate.
