政府支出规模与资源配置效率——基于中国工业企业数据的经验研究
Government Expenditure and the Efficiency of Resource Allocation: An Empirical Research Based on Chinese Manufacturing Data

运用OP协方差法测算资源配置效率，基于中国工业企业数据和城市统计数据，考量地方政府支出规模与当地制造业行业内资源配置效率的关系。结果显示：政府支出规模越大的地区，资源配置效率越低，政府支出规模对资源配置效率的影响存在地区异质性。
The scale of government expenditure reflects the government's control of resources, and its intervention to the market, so it will affect the efficiency of resource allocation. On the one hand, the government provide public goods which can improve the efficiency of resource allocation; on the other hand, the government directly allocate the resources and intervene in the market, and it will worsen the allocation efficiency. So, whether the government's expenditure will improve or worsen the resource allocation efficiency is a question only empirical work can answer. Using the manufacture firm's data and the China City Statistical Book released by the National Bureau of Statistical,we study the relationship between local governments expenditure and the resource allocation efficiency of the manufacture industries, and find that the more expenditure the governments spend, the lower the resource allocation efficiency. A regional heterogeneity can be found in the influence of government expenditure scale on resource allocation efficiency.
