关于构建垂直管理的国家纪检监察系统的思考
The Vertical Management of Nationwide Commission for Discipline Inspection and Supervision

当前纪检监察体制存在种种弊端，如何对其进行改革关系到反腐倡廉工作能否顺利进行，也关系到“有限政府”是否能建好。通过对当前中国纪检监察系统内存在的问题进行探讨，提出对现有纪检监察体制进行改革，建立在中纪委领导下、地方各级党委书记负责的全国性纪委监察系统的垂直管理体制。
This paper discusses how to solve the drawbacks of discipline inspection system,which is not only related to anti-corruption, but also related to the construction of “limited government”,and proposes to reform the commission for the discipline inspection and supervision and to establish a vertical management system of nationwide commission for the discipline inspection and supervision under the charge of a Party secretary and the leadership of the Central Discipline Inspection and Supervision Commission.
