The Optimization of Environmental Regulation Tools for Developing Green Transportation：Based on the Analysis of Externality Theory

基于外部性理论，从绿色交通和环境规制的理论分析展开，通过对命令控制型、市场激励型、自愿参与型以及隐性环境规制工具推动绿色交通发展的作用进行现实考量，梳理了四类环境规制工具在绿色交通应用中的诸多问题，并指出政府可着力从完善绿色交通法制、推动交通基础设施市场化、推广信息公开、建立宣传培训合作机制、加强规制工具的协同运用等方面来进行创新，进而推动绿色交通的可持续发展。
Based on the externality theory, the paper analyzed the theory of green transportation and environmental regulation. From weighing the roles of command-control regulation, market incentives regulation, voluntary participation regulation and implicit regulation tools to promote the development of green transportation , the paper sorted out of the related problems of four kinds of regulation tools in practice, and finally pointed out that the government can strengthen the coordination of regulatory tools by improving the green transportation legal institutions, promoting the marketization of traffic infrastructure, generalizing the plan of information publicity, establishing propagating and training, enhancing the cooperative application of four kinds of regulation tools to promote the sustainable development of green traffic.
