The rapid development of modern biotechnology has extremely changed the ways of human production and life, making great contributions to improve human well-beings. Meanwhile, some modern biotechnology has been gradually alienated, leading to a series of serious negative effects on ecology, ethics, human health etc. They increasingly become the dissident and impede the progress of human society. Only if a sound system of public policies governance, ethics and laws is positively constructed, can we effectively find good solutions to the negative effects of modern technology, and responsibly promote the development of modern biotechnology to a higher leap.
