五一广场东汉简牍中有一篇汉安帝永初四年的诏书，不见于传世文献所载，有很高的学术价值。该篇诏书揭示了汉安帝时期官府内外交困的情况，对于我们了解东汉时期的政治、经济、社会面貌有很好的帮助。把诏书简中的论述与传世文献的有关记载相对照，可以更好地了解东汉中期的历史变迁。
There is an imperial edict bamboo slips found from Wuyi Square which content was not recorded ever before.The imperial edict was dated to the year 110，also called Yongchu 4.This imperial edict is very important for the historical research of Eastern-Han Dynasty.This thesis gives a preliminary study on this important document.
