人大代表“网上履职”的困境及其对策思考
The Deputies to People’s Congress’“Working Online”Dilemma and a Countermeasure Discussion

伴随着数字化信息技术的广泛运用，网络政治参与对代议制产生了深远影响，近年来的人大代表“网上履职”已然常态化，最为典型的案例有三：一为网民人大代表的“虚拟-现实”对接；二为博客人大代表的“线上-线下”履职；三为网民参与的“E两会”与现实两会的互动。这些案例一方面使网民人大代表的代表性受到质疑，另一方面凸显了人大代表“网上履职”所面临的网民期望值高、网络参与有限、网络空间双面影响等困境。鉴如此，让人大代表进一步强化“互联网思维”，并将人大代表的“网上履职”纳入法制化轨道，同时打造一个“互联网+民意”信息化工作平台，方能走出困境。
Along with the wide spread of digital information technology，online political participation has deeply influenced the representative system.In recent years，the deputies to People’s Congress’“working online”have been normalized.Consider three typical cases：firstly，the“virtual reality”connection for netizen deputies；secondly，blogger deputies’ working“online offline”；thirdly，the interaction between the e two sessions and the two sessions in reality.These cases not only made the degree of representativeness of netizen deputies under question，but give prominence to the dilemma of deputies“working online”as well.Considering these，three vital steps have to be taken to extricate：for deputies，strengthen their“internet thinking”continuously；for the institution，to legalize the deputies,“working online”pattern；for hardware facilities，to construct an“internet + public opinion”working platform.
