论我国人大质询制度的完善——基于制度建构视角的分析
On How to Consummate the NPCs Interpellation System——from the Perspective of Institutional Constructivism

质询制度是我国人大制度的重要组成部分，是实现和维护我国人大监督权的重要途径。尽管人大质询制度已经形成，但其本身在立法原旨、规范文本以及驱动机制等方面却存在诸多不合理因素。我们应在制度建构主义视角下，以价值理性、工具理性为改革进路，在现有制度框架内，对我国人大质询制度予以完善。
Interpellation system is not only the important part of the National Peoples Congress system，but also the implementation and maintenance for the NPCs supervisory authority.Although the interpellation system has been formed in our country，there still exist something unreasonable in legislative intention， legal texts，and drive mechanism of the system.From the perspective of institutional constructivism，we should reform the interpllation system in the existing system，withhold the attitude of value rationality and instrumental rationality.
