运用TOPSIS法和秩和比法综合评价2014年河南省医疗服务质量*
Comprehensive evaluation of the quality of health care service of Henan Province in 2014 using TOPSIS combined with rank-sum ratio method

目的:对河南省2014年各市医疗服务质量进行综合评价。方法:选取河南省2014年各市总诊疗人数、出院人数、病床使用率、出院者平均住院日、急诊死亡率、预约人次占总诊疗人次百分比、住院病人手术人次数、每百门急诊入院人数等8个指标,运用TOPSIS法、秩和比法及二者加权模糊联合法进行医疗服务质量评估。结果:TOPSIS法评价中郑州、周口及新乡市医疗服务质量排在前三名,C值都在0.3以上; 秩和比法评价中周口、郑州及南阳市排在前三位,RSR值均大于0.7; 二者加权模糊联合法评价中郑州、周口及新乡市医疗服务质量位于前三名。3种方法评价中鹤壁、济源均排名末二位。3种方法评价结果一致。结论:构建了河南省医疗服务质量综合评价模型。
Aim: To evaluate the quality of the health care services of Henan Province in 2014.Methods: Eight indexes(including total number of diagnosis and treatment, the number of hospital, hospital bed utilization rate, average hospital stays of the discharged, emergency mortality, the percentage of booking passengers to the total outpatient visits, inpatient surgery number, the number of outpatient and emergency per hundred)of the cities of Henan Province were collected and used to evaluate the quality of the health care services by TOPSIS,Rank-sum ratio(RSR)method, and the weighted fuzzy combination of TOPSIS and RSR.Results: Zhengzhou,Zhoukou and Xinxiang were the top three with C value above 0.3 in TOPSIS evaluation. Zhoukou, Zhengzhou and Nanyang were the top three with RSR value greater than 0.7 in RSR evaluation. Zhengzhou,Zhoukou and Xinxiang were the top three when evaluated by the weighted fuzzy combination of TOPSIS and RSR. Hebi and Jiyuan all ranked at the end two by the three methods. The results of the 3 methods were consistent.Conclusion: Henan provincial medical service quality comprehensive evaluation model has been established
