我国公共文化服务水平及其影响因素
Research on the Level of Public Cultural Service in China and Its Influencing Factors

通过分析中国公共文化服务的差异化特征,结合相关文献构建了评价公共文化服务水平的指标体系，采用全局熵值法赋权并按地域对公共文化服务水平进行测度，而后对影响因素进行面板数据分析。结果反映自“十五”以来，中国实施的一系列促进公共文化发展的政策起到了明显的效果，各省份的公共文化投入及产出均表现出持续上升趋势，但存在显著的区域差异化、城乡差异以及中部凹陷特征；经济发展水平、政府对公共文化服务的重视程度和财政分权等因素对中国公共文化服务水平影响显著。
Based on the analysis of the differentiation features of public cultural service in China and related literature, this paper constructs the index system of evaluating the level of public cultural services. It measures the level of public cultural services in 31 provinces according to the total entropy method and analyzes the influencing factors of public cultural service′s level based on the panel data. The results show that the effect of a series policy which promotes the development of public cultural is obvious, and the public cultural inputs and outputs show a rising trend in every province since the Tenth Five Year Plan. But there are significant regional difference and differences between urban and rural areas in the level of public cultural services. The public cultural services level of central region is the lowest among three regions. Economic development, the government attention degree on public cultural service and fiscal decentralization have significant impact on China′s public cultural services
