“一带一路”建设与周边区域经济合作推进路径

Abstract:
分析了中国所提出的“丝绸之路经济带”和“21世纪海上丝绸之路”（简称“一带一路”）的战略构想的含义，空间范围以及在“一带一路”上存在的主要区域合作机制及其类型的演化；重点对中国在丝绸之路经济带紧邻段的中亚和俄罗斯的区域经济合作机制进行讨论；并分别从经济学角度对丝绸之路经济带的互联互通、贸易便利化以及海上丝绸之路的自贸区合作进行了分析和讨论。从实施可行性和收获性而言，中国“一带一路”建设应实行一种创新的包容性合作模式，将区域性的和次区域性合作结合，互联互通、技术援助、自贸区谈判等多种方式结合的合作路径。
This paper analyzes the strategic conception of "the Silk Road Economic Belt" and "the 21st Century Maritime Silk Road "(Referred to as "One Belt and One Road"), the spatial scope and the major regional cooperation mechanisms and their types of the " One Belt and One Road ", focusing on the discussion of the regional economic cooperation mechanism of China in Central Asia and Russia. Besides, it By analyzing the interconnection and trade facilitation of the Silk Road Economic Belt and Maritime Silk Road FTA(Free Trade Agreement) cooperation from the economic point of view, the authors propose that construction of China′s "One Belt and One Road" should be implemented in an innovative inclusive cooperation model in terms of the implementation of the feasibility and harvest, and regional and sub-regional cooperation, interoperability, technical assistance, FTA negotiations and other ways of cooperation should be combined
