现代文化市场体系建设的历史回顾、功能特点与政策建议

Abstract:
现代文化市场体系建设是全面深化改革时代文化改革发展的重要突破口和切入点,反映了国家文化发展理念的重大战略转型。中国文化市场具有非原生性的特点,牵涉政府与市场的关系、政府文化管理职能转变等诸多问题。在全面深化改革时代,仅仅对文化市场的某一方面产业政策做局部调整是不够的,而是应该适应新时期的市场规律,形成整体性的制度安排。在此基础上,提出未来加强现代文化市场体系建设的重点任务:充分发挥市场在文化资源配置中的积极作用,重塑文化市场主体;创造公平竞争的市场环境,形成良好文化生态;积极培育文化行业组织,健全市场中介机构;完善文化法律体系,提高管理科学化水平。
As an important breakthrough and point of penetration of cultural reform and development in the era of comprehensively deepening reform, constructing modern cultural market system represents significant strategic transition of national cultural development concept. The cultural market in China is non-primary, which involves the issues of relationship between the government and market and the shift of government cultural management functions. In the era of comprehensively deepening reform,it is not enough to make partial adjustment of some industry policies of cultural market, but to construct integral institutional arrangements which will adapt to the market discipline in the new period. On this basis, the thesis proposes four key tasks to strengthen the building of modern cultural market, that is, to give full play to the market in the allocation of resources and reconstruct cultural market subject, to create fair competitive market environment and form good cultural ecology, to actively cultivate cultural market industry association and establish sound market intermediary institutions, to perfect the legal system of culture and raise the level of scientific management
